ORGANIZATIONAL MAINTENANCE OF REGIONAL LEGISLATIVE POWERS’ AUTONOMY

The aim of the research is identifying the interrelationship between the level of legislative power resources and its autonomy. To answer this question we analyze the ratio between the amount of activity (labor) of deputies of regional authorities (cities of federal significance) with the resources provided to them The problem of the legislatures’ autonomy has been widely investigated in many areas, except the linkage of the autonomy of regional parliaments with the level of its resource availability. Therefore, this problem requires more detailed analysis, in particular, the impact of resource factor on political activities of regional legislatures. The methods on this investigation include expert assessment and expert interviews, a survey of deputies and their assistants, as well as the study of legislation data, comparative analysis of received data and the interpretation of it. Several problems needed to be addressed and resolved were found during the research. This are the lack of working standards for legislatives, unclear drafting of legislatures’ duties, which leads to the lack of its standards. Also, the problem is the lack of a systematic approach in the resource supplement to the legislatures. This is caused by the problem of measurability of the parliamentarians activity, as well as the level of their personal responsibility. These problems require further research, as well as the creation and implementation of a new approach to the investigation of the legislatures activities to ensure greater transparency and openness. Further research will make it possible to study the special features of the Russian legislative branch, and most importantly, to create an approach to solving these problems and preventing their further appearance.
