Abstract:
The article is devoted to detection of cultural and historical features of formation of models of relations between the central government and the public governments of parts of the territory of Russia during the pre-Soviet and Soviet periods, and also to aspects of their influence on modern model of the Russian federalism. The author proves that the Russian model of the territorial organization of state during the entire periods of the existence of Russia was characterized by the signs significantly distinguishing it from the western models of the territorial organization of the public power both on conceptual and at the institutional, structural and functional levels. Unlike the western cultural paradigm the Russian cultural and historical context assumes absence of conflict of interaction of the central power and local authorities, an involvement of regional political elites and the state bodies institutionalizing them in nation-wide policy, assimilation of regional political elites by the central elite, lack of antagonisms and opposition of state and regional interests. In the article it is proved that the factors radically distinguishing the Soviet and Russian federalism from the western analogs are its compatibility with the principles of centralized government, the idea of equal representation of territorial subjects of the federation in federal state bodies, an orientation of federal policy on economic and social development of parts of the territory of the state, but not on their exploiting. In article it is proved that the Soviet and Russian models of federalism don't assume a prevalence of regional interests over nation-wide interests, and cultural features of the region over objective regularities of social and nation-wide development.
