THE EXPERT’S INTERVIEWING FINDINGS ON THE TOPIC: «THE GOVERNMENTAL MANAGEMENT OF THE ELECTION PROCESS IN THE RUSSIAN FEDERATION»

During the preparation of the thesis for the degree of Doctor of Laws it was necessary to conduct a sociological study that would confirm or deny the results obtained using other methods of scientific knowledge. The purpose of the interview was to study the expert opinion on the further development of public administration of the electoral process in the Russian Federation. The researcher needed to determine the circle of experts whose opinion should be recognized as significant in the context of the developed problem. The author considers this study to be representative, as the experts were selected not only from the staff and members of election commissions, but also from the scientific community, in addition, members of public associations working in the field of protecting the electoral rights of citizens were interviewed. Interviewing was conducted personally by the author. When meeting with an expert, he was asked questions from a pre-prepared questionnaire, which reflected his expert opinion. If the expert found it difficult to answer this or that question, he was offered pre-worked answers that were received in the course of the study. In this case, the expert either agreed with the statement of the dissertation, or refuted, citing his own arguments. The material in the certificate will be presented in the order in which the questions were asked in accordance with a pre-designed questionnaire.
