Abstract:
The purpose of this article is to determine the contours and possible directions for improving state policy in the field of generation and accumulation of human capital. Based on the research conducted with the participation of employees of the Financial University under the Government of Russia, proposals have been developed to improve the research climate in the country. As a central element of this policy, it is proposed to use the idea of increasing the social status of a researcher in Russian society.
