Abstract:
The article considers the role of non-profit organizations (NGOs) in the process of adaptation of foreign citizens in modern Russia. Migration processes in the Russian Federation are becoming more sustainable, with hundreds of thousands of foreign nationals arriving each year. For social stability, it is important not only to regulate migration flows, but also to ensure successful adaptation of newcomers. The purpose of the study is to analyze what role NGOs play in the system of adaptation of migrants in the Russian Federation, to examine the current normative and legal framework, to consider specific regional practices. Methods: the work is based on an interdisciplinary approach combining analysis of legal acts, comparative study of regional practices. The sources are concepts of state migration policy, draft laws, materials of FADN, materials of NGOs, publications in scientific journals and media. Results: Based on an analysis of the regulatory and legal base, data from the Federal Agency for Nationalities (FADAN) and examples of regional practices, it is concluded that in recent years the state increasingly involves socially oriented NGOs to solve migration problems. Examples from St. Petersburg, Khabarovsk Krai, Ugra and Chelyabinsk Oblast, Kazan show that NGOs provide comprehensive support to migrants – from Russian language courses and legal advice to cultural and educational programs and the creation of dialogue platforms. Conclusions: Non-profit organizations are a crucial element of the adaptation system for migrants in Russia. Their activities contribute to social stability, strengthening of inter-national harmony and successful integration of foreign citizens in the host society. The further development of partnerships between the state and civil society in this area is a prerequisite for an effective migration policy and sustainable social development.
