Abstract:
This article presents the results of an empirical study examining barriers to the implementation of innovation-oriented motivation in high-tech enterprises. A comparative analysis of barriers is conducted for three regions: the Moscow, Nizhny Novgorod, and Samara regions. Specific features and differences for each region are identified. It is established that the successful implementation of innovation-oriented motivation requires a systematic approach that takes into account the entire typology of barriers and includes measures for each area. The obtained results indicate the need for a comprehensive elimination of barriers at three levels: at the national and regional levels (creating a favorable regulatory and programmatic environment), at the organizational level (improving internal HR processes), and at the individual level (developing a new type of leadership receptive to innovation).
