Abstract:
At the current moment, self-employment is one of the most discussed forms of employment in Russian Federation. Measures, taken by the government, intended to determine the legal status of the self-employed and withdraw them from the informal sector of the economy. These measures have an unsystematic nature and mostly focused on increasing of tax collections from this category of employed. The experience of countries, which have been engaged in self-employed activities for several decades, shows that the development of self-employment does not result in a significant increase of direct tax charges, but mostly contributes to the flexibility of the labor market and economic development. The article presents an analysis of the current legal status of the self-employed, and suggests possible ways to develop self-employment development in Russia.
