THE CONCEPT «THE TRAINED REGION» AS THE PARADIGM OF TERRITORIAL DEVELOPMENT IN THE CONDITIONS OF ECONOMY OF KNOWLEDGE

The leading factors of economic development in the modern economy are knowledge and intelligence, which caused the formation and quick development of fundamentally new sector of the modern economy, specializing in the production of intellectual services. It gives a chance to speak about the «intelligence» of the regional economy and the importance of the concept of a «learning region». The article shows the conditions for the implementation of this concept, as well as the major constraints to building the economy of «knowledge» in the national regional socio-economic systems.
