Aim: the development of single-industry territories in Russia is currently receiving increasing focus, as they are the home to a significant part of the economically active population of Russia. Together with that there is stagnation in the implementation of programs of development of territories of single-industry towns in the country and in individual regions. To date, the world practice has accumulated sufficient experience in the field of development of single-industry territories in the conditions of transition to a postindustrial economy. The aim of this work is to study the world experience of development of monotowns, the current situation in the development of single-industry towns in Russia, and also definition of ways of development of such territories on the example of Perm Krai. Methods of research: the methodological basis for the research is a complex of methods of scientific cognition. General scientific methods of research such as analysis and synthesis are used in the article as well as some particular scientific methods of research. Conclusions: the results of the study noted that at the present stage of development of single-industry territories in Russia is almost generated enough effective state system for the development of not diversified territories. However, on the example of Perm Krai, revealed some problems related to efficient use of resources in the implementation of programs of development of single-industry towns. Marked lack of initiative in the field, as well as long-term development projects for single-industry territories. Opportunities for further use of the results of scientific work: in the article discussed features of development of single-industry territories in Russia and in the Perm region, as well as the mechanism of state regulation of their development. A logical extension of this research is the study of the processes of development of single-industry tows in the territory of the Perm region and the impact of these processes on economic development of the region and increasing its competitiveness and investment attractiveness. Practical application: the article can be useful for scientists involved in the theoretical study of the problems of single-industry territories in Russia and for practical application in the implementation of development programmes in single-industry territories and raising the level of socio-economic development of regions. Social circumstances: the development of single-industry territories in Russia is important in the transition from administrative-planned economy, formed in the years of the Soviet Union, to the economy based on market mechanisms, in-plane stabilization of the welfare of such territories and their future economic development. Implementation of programs of development of single-industry territories in the regions will reduce the outflow of population, to increase the efficiency of use of capital, material and mainly the human resources concentrated in those regions. The development of single-industry towns in different regions of the country to equalize the level of material well-being and economic sustainability of the regions relative to each other, which positively affects the socio-economic development of the country. Value: the work is intended for students, masters, and other persons who study the issues of regional development, the specifics of the development of single-industry territories in Russia and also for government institutions engaged in the development and implementation of programs of development of single-industry territories.
