Abstract:
In modern conditions of development of the Russian economy, small business becomes a priority direction of development of the state financial policy both in the short and long term. Strategic documents, developed at the federal and regional levels, include measures to stimulate small businesses. Unfortunately, as practice shows, the measures, which have been taken so far, have not led to any major changes in the development of Russian small and medium-sized businesses. Moreover, the interregional differentiation of small business is increasing, manifested in a change of convergence divergence. In this regard, it is very relevant to use the foreign experience in this area.
