WHAT IS THE ATTRACTIVE POWER OF THE SHADOW ECONOMY FOR SMALL BUSINESS SUBJECTS

This article presents an analysis of the reasons for pushing small businesses to the shadow economy. Against the backdrop of the US, EU and Japan economic indicators, where the share of the shadow market is small, and the share of small businesses in the country's GDP is high (from 54 to 61%), the small business situation in Russia indicates a potentially high degree of participation in the shadow economy. The state system of measures to eradicate the shadow economy (including: combating one-day firms, tightening formal requirements for the registration of a company, introducing additional grounds for refusing to register a company, significantly reducing the shadow turnover of cash in the economy, strengthening supervision over the functioning of payment systems, the establishment of limits for the withdrawal of cash through ATMs and the transfer of funds between individuals and many others) did not bring decisive success. Russia continues to be a country where the size of the shadow economy relative to the country's GDP is unacceptably high. The survey of opinion polls of small businesses shows that the system of measures taken by the state to reduce the participation of small enterprises in the shadow economy can not be successful unless the problems facing this sector of the economy are comprehensively addressed.
