Abstract:
The current issue of the possibility of accelerating economic growth from the point of view of the endogenous growth theory is considered. Accordingly, the main attention is paid to such aspects as technological development and human capital - the Cheka [1]. The focus of the work is the urgent issue of transition to the digital economy, as the highest stage of the information age. The impact of digitalization on human capital is also considered as the most important driver of economic growth, in particular through new educational opportunities. In this work, a method is used to distinguish the components of «order» for solving the multifactorial problem of economic development with subsequent quantitative evaluation of the dynamics of the corresponding parameters. Based on the model of the educational exponent, a hypothetical system model for converting education into the growth of the country's GDP is constructed, demonstrating the emergence of externalities that significantly exceed the internal effects of revenue growth in the company. It is shown that the half-century exponential development of information technologies occurred against a background of declining general economic dynamics and the emergence of a number of negative trends for society, such as increasing income differentiation between the richest people and the rest. The best opportunities to increase human capital, as the most important resource of economic growth, exist in the use of digitalization at the higher levels of postgraduate education. The results of the work can be used in the development of economic growth programs and the systematic introduction of digital technologies. It is necessary to conduct studies on the feasibility of digitalization in vulnerable areas of education such as the secondary school, where the negative effects of socialization of students in the Internet environment, the hobby of gambling and the low quality of digital education can be manifested as much as possible. The practical importance of this work has a holistic, critical examination of various aspects and possibilities of endogenous economic growth in the new situation of transition to the cognitive economy at the stage of digitalization. This transition conceals a significant number of implicit dangers and problems, the neglect of which can turn promising projects into failure. The work can find application in the development of digitalization programs for education, especially at higher postgraduate stages (postgraduate, doctoral, MBA, etc.). The social consequences of non-systematic implementation of digital learning, especially in secondary schools, can have a significant negative effect, which is highlighted in the paper. The use of an educational exponent, a system of qualification frameworks and accounting for access to digital educational content will allow us to move to a fundamentally higher level of individualized accounting of human capital and its more efficient use. The value of the work lies in the orientation towards realizing the opportunities for economic growth in the conditions of digitalization and taking into account the obstacles along this path. The work can be used by specialists in the field of human capital formation and high-level educational projects.
