The problem of deforestation and gradual destruction due to illegal transfer of forest land to other land categories has a significant environmental and economic importance. The article examines the most important problems caused by gaps in the legal regulation of transfer of forest land to the other land categories, which become the consequences of illegal logging, destruction of valuable tree species, without subsequent recovery. The methodological basis of the study was to analyze the previously existing rules and norms of the Russian forest and land legislation, the evolving jurisprudence. The article reveals the ineffectiveness of the legal mechanism for the transfer of forest land to other land to forest protection and conservation purposes. The consequences for the forest, which leads implementation of forest land transfer procedures into other categories. According to the results of the analysis, the author offers options for improving legal mechanism for the transfer of forest land to other land uses.
