Abstract:
Background: Science and innovation are key factors in ensuring the development of regional innovation systems necessary for the technological breakthrough of the entire Russian economy in modern conditions. The article sets and solves the following tasks: 1) identify the factors that characterize the resources (conditions) and the results of scientific and innovative activity of the regions; 2) proposed tools to assess the dynamics of these activities, based on the index method; 3) using the tools calculated individual and composite indices of development of science, innovation and innovation systems in the regions of the Russian Federation, identified leaders and Laggards in these areas. Materials and methods: The article uses official Rosstat statistics on science and innovations for 2013 and 2016 on subjects of the Russian Federation to determine the values of selected indicators that characterize the resources and effectiveness of scientific and innovation activities of the regions. As a methodological tool for analyzing the dynamics of the development of science, innovation and the innovation system of the region, it is proposed to determine the corresponding individual indices and summary indices on the basis of the mean geometric simple value. The received values of indices across Russia on average, and also on leading regions and regions-lagging behind testify about decrease in level of scientific and innovative activity of the Russian regions in 2016 in comparison with 2013. The index of the development of science decreased by almost 10%. The fall in the level of development of innovation and innovation system as a whole was, respectively, 5%-6%. The leading regions for the development of science and innovation are Moscow, St. Petersburg, Nizhny Novgorod, Sverdlovsk, Samara Regions and the Republic of Tatarstan. The outsiders include the republics of the North Caucasus Federal District, some regions of the Far East and the Far North. Conclusions. The proposed methodological toolkit and the results of analysis of the dynamics of the region's scientific and innovative activities based on it will allow regional authorities to adjust the region's innovative development strategy. Indicators characterizing the resources (conditions) and effectiveness of the scientific and innovative activities of the region can be further used to assess the effectiveness of the regional innovation system by the method of shell analysis as the «input» and «output» parameters of DEA-models.
