Integration of municipal formations of the Moscow region in the global information space

In the integration of municipal formations of the Moscow region in the global information space is allocated three basic directions. First, the development at municipal level of information and communication technologies beyond the capacity of technological equipment of municipalities (software and hardware for the management of sites of local authorities).Wide integration of its organs in the information space is considered as a realization of the totality of the rights of citizens in the sphere of information and as a reflection of the growing role of local government. Second, the information integration of municipal formations of the Moscow region requires a conceptual framework that is missing on both Russian and international level. An approximate (standard) "Regulations on information resources of the municipality" is not enough, as the main task of local authorities in the field of municipal information resources problems of information integration does not. Third: the necessity of elimination of legal uncertainty by improving the existing legislation in the sphere of information. It is shown that the lack of clearly defined functions and authorities of LSG in this field leads to the fact that when you define at the Federal level, as well as at the level of the Federation, the expenditure powers of municipalities, expenditures on information technology are not taken into account. For effective integration of municipalities of the Moscow region in the global information space it is expedient to integrate their information resources. This category is one of the key, as it allows to model and to establish an information relationship at the municipal level.
