Abstract:
Aim. The aim of the research is to make the analysis of the legal framework of the Committee of Lanzarote - a monitoring mechanism of the Council of Europe Convention on the Protection of Children against Sexual Exploitation and Sexual Abuse 2007 (Lanzarote Convention), which would help to determine the most effective ways of Russia's cooperation with the Committee. The problem of violence against children, including sexual violence, is the subject of foreign experts’ research (Olweus, 1993; Gebradsson 2014; Flodmark, 2004; Bitenski 2010; Huntley, 2013). Russian scholars focus conduct research on this issue not from the legal perspective, but mainly in the field of sociology (Hramchenkova, Kolpakova, 2011; Tsymbal, 2007). However, the issue of Russia's accession to the Lanzarote Convention and its cooperation with the Lanzarote Committee law has not been studied in detail in foreign or Russian science. Methodology. To achieve the aim of the research general scientific methodological approach that allows to determine the scope of the study, to clarify the basic concepts and categories related to the functioning of the Lanzarote Committee, identify key conceptual aspects of the research topic, has been applied. The study used scientific methods of cognition, such as analysis and synthesis, generalization, dialectical. Special methods of science were also widely used: comparative law, legal and technical. Results. The main functions of the Committee of Lanzarote are: to promote the use and implementation of the Convention; implementation of the general advisory functions; ensure exchange of information on significant changes in law, regulation or technology relating to the application of the Convention. In order to carry out its functions the Lanzarote Committee conducts an overview of the application of the Convention by the parties, through the analysis of questionnaires provided by Member States, performs thematic monitoring, considering the special reports, visits Member States upon receiving their consent. It is clear that in order to enhance the practical value of the Convention and to eradicate sexual abuse and sexual exploitation against children in Russia, there is a need to put significant efforts. A valuable perspective in this regard is provided by the Russia's cooperation with the Lanzarote Committee. Possibility of future use of the results of scientific work. The analysis can form the basis of further research of the issue of practical operation of the Convention on the territory of Russia, the identification of problems in the implementation of this treaty and ways of their solution. The practical significance. Results of the study may be useful in the work of state bodies and other stakeholders involved in the implementation of the Convention on the territory of Russia. Value. The results can be applied in the activities of relevant Russian government agencies, including the Ministry of Education and Science and the Ministry of Foreign Affairs.
