Abstract:
The goal of article. The article advocated freedom of choice States the forms and scope of cooperation in combating terrorism. Substantiates the failure of the concept contained in the work of scientists from the United States Stefan Talmon, to give the decisions of the UN Security Council on terrorism greater legal force than anti-terrorist conventions. Method. The comparative method used in this article enables better understanding the institutes of law of international organizations, the role of the UN and its organs. Results of study. The development of cooperation between the States must be on track to achieve the greatest uniformity in the application of international legal norms in the sphere of combating terrorism. The article consist the proposal to develop during the special session of the UN General Assembly criteria for the use of military contingents from the different States to counter a large-scale action on the part of terrorists and constitute a comprehensive intergovernmental mechanism. Suggested education an international corps of experts to assist the relevant national services in cases where it is difficult to separate terrorism from other forms of violence. Concerning discussing the question of creating new international institutions - the International court for crimes of terrorism are encouraged to focus on the creation scheme on the basis of an international Treaty of the mixed (hybrid) courts. The originality and practical value. This article can be of interest for students, PHD-students, and also for experts of international law and foreign Affairs.
