Abstract:
The challenge - scientific problem of this work is to identify and study the legal, socio-psychological and organizational determinants of resistance to sustainable development in the oil and gas industry. The focus of attention of researchers move consideration of issues of sustainable development concept is applicable to a particular company. This phenomenon is called corporate responsibility. At the same time a growing interest of the business environment to the project management, the development of project management. At the intersection of these fields of knowledge, a new area - project management, sustainable development, which is currently being actively developed [Gareis, 2013; Gareis, 2009; Gareis, 2010; Gareis, 2011; Silvius, 2013; Silvius, 2013; Silvius, 2012; Taylor, 2008]. However, studies on the legal aspects of the stated problems, are still few [Castro, 2012; Castro & Mouro, 2011]. Model - In the article the theoretical analysis tools and socio-psychological processes associated with resistance to political and legal innovations in the oil and gas industry. Relying, in particular, on the approach of the school of psychological relations, developed at the Institute of Psychology of the Russian Academy of Sciences, and the literature on environmental psychology, as well as the legislature of the Russian Federation base and international treaties and agreements, we give an example of the resolution of disputes arising out of contracts for exports oil and gas, various service contracts with foreign contractors. Conclusion - Despite the fact that there is a special project of the standard The P5 Standard for Sustainability in Project Management: People, Planet & Profit, Project Processes and Products, created GPM organization specializing in "Green Project Management", based on the objectives postulated in the main document of the General United Nations General Assembly "Transforming our world: The agenda for sustainable development for the period till 2030", signed by the countries in 2015, in terms of the issues of sustainable development concept intersects with the project management, and in part contrary. The standard is based on the developed in 2011, the P5 model, which takes into account the relationship of the product, process, people, planet (environment) and profit. Scope of the study / possibility of further use of the results of scientific work (if applicable) - Article invites researchers to further study the resistance of political and legal innovation in Russian companies as part of the proposed approach. However, in order to turn the conceptual approach in a really valuable tool, it will require substantial further improvement methodology. This opens up the field for researchers in the fields of law, psychology, sociology and other social sciences. Especially because the environment in which companies operate, likely to destabilize further. Practical value (if applicable) - When transferring this approach to the reality of Russian oil and gas industry can understand the concerns of environmentalists influenced by economic growth, oil consumption, financial development, industrialization and trade openness on the environment (in particular, it concerns the question of CO2 emissions) especially in emerging economies. The social consequences (if applicable) - In today's world, people are well aware of the finiteness of natural resources used, as well as a growing economy with increasing demand for natural resources mankind. Today is an issue of whether we leave our descendants a sufficient amount of natural resources for their livelihoods. Originality / value - Of particular relevance is the study of the stated issues in the framework of sustainable development projects related to the issues of natural gas production (in general, and associated gas, in particular), which is regarded as one of the main budget components Russian export products.
