The urgency of the problem and the purpose of the study. The urgency of the issue, made in the title of the article, is due to the importance of researching effective legislative decisions, in particular, with regard to criminal law provisions providing for responsibility for the illegal production and trafficking of ethyl alcohol, alcohol and alcohol-containing products. The formulation of this problem predetermines the need to address the historical process of development of target norms, including its pre-revolutionary period. Without belittling significant cases of works in the designated sphere, we should note that the historiographical problem of the moment, to date, has been given insufficient attention. This article is an attempt to create its own scientific contribution to the existing gap and analysis of the process of formation in the illicit production and trafficking of alcoholic products in the pre-revolutionary period. The methodological basis of the study unites: the dialectical positions of cognition of reality; the basis of a systematic approach to the study of socio-legal phenomena; private scientific methods of research: comparative legal, historical and legal, method of document research, formal and logical, etc.). The main results of the study. The norms aimed at counteracting the illegal production and trafficking of alcoholic beverages have a fairly long history. The state early realized the importance of this industry for the treasury and at various stages of its development made attempts to quickly regulate the complicated relations in the relevant sphere. The gradual accumulation of problems that led to an increase in the number of offenses in the production and turnover of alcoholic beverages dictated the need to adopt (albeit not always successfully) adequate countermeasures, which resulted in the adoption of a number of normative acts regulating (including) criminal liability for these encroachments on during the 11th-19th centuries. The scientific and practical significance of the work is that the conclusions contained in it can be used: - to improve the effectiveness of law enforcement and law-making activities in the field of application of criminal law rules governing liability for the illegal production and trafficking of ethyl alcohol, alcohol and alcohol-containing products; - to study the course of the Special Part of the Criminal Law in the legal CRAs and universities; - in scientific work with further study of the norms regulating responsibility for the illegal production and turnover of ethyl alcohol, alcohol and alcohol-containing products. The article is intended for students, undergraduates, post-graduate students, teachers of law faculties and law schools, law enforcement officers, practicing lawyers, as well as for all those interested in relevant issues.
