Abstract:
The author elected very topical article for now. Research and teoretičeska the importance of this article is that the author puts forward important proposals of extraordinary nature of defining meta presidential messages in norm-setting. Indeed, the message of the President of Russia from the outside are not legal acts, although based on them, as legislatures and federal executive authorities exercise public functions in the area of norm-setting. Author’s position will be helpful not only to a wide circle of readers of scientists, graduate students, doctoral students, but also the legislature.
