On representation during the request for quotations

The task is to analyze legislation in the sphere of legal regulation of the contract system in the sphere of procurement of goods, works and services to meet the needs of the internal affairs bodies of the Russian Federation, to resolve certain issues of the correlation between theory and practice of application of the rules of law governing public procurement in matters of representation. The model is the use of general and particular methods of scientific cognition, the study of the experience of state control authorities in the sphere of state procurement, an analysis of the main causes of "double standards" that operate in this sphere of legal relations. Conclusions - measures are suggested that individually or collectively can resolve the current situation in matters of representation when conducting a request for quotations. The research framework - it is possible to use the result of this work as for further research from the civil-law position of theory and practice in jurisprudence, for the first time it is proposed to consider issues related to the application and implementation in practice of the provisions of the current legislation in the application of provisions on representation. Practical value - within the framework of this study, measures are suggested that individually or collectively can help resolve the current situation. Social consequences - the scope of the state order for today is quite relevant. Saving budgetary funds is one of the main goals, tasks, both of the state and society as a whole. Originality / value - the rules of law regulating relations in the field of public procurement for state and municipal needs, introduced and applied in the territory of the Russian Federation on the one hand, a short amount of time (from 2014), on the other hand, sufficient to analyze. And identify shortcomings by examining the elements of the institution of representation operating within the legal system for ensuring state needs.
