Abstract:
Task: legal regulation of the system of state management of Russia has gaps associated with the substitution of legal instruments of state control illegal - personal relationships, causing other, not material, personal interest of public officials in taking administrative decisions to the detriment of the public interest. Methodology: we investigate the problem of the effectiveness of the state management system associated with the ousting of the legal instruments of state control illegal, causing other personal interest officials: cronyism, protectionism, nepotism, corporatism, clientelism etc. In result it was found that such action is not regulated by legislation, despite of their high social danger, so the proposed actions are attributed to corruption; in practice, to enter the Institute of Declaration of public officials, relations, which would affect performance of official duties, that will practically contribute to the establishment of public control over compliance of the activities of public officials to the interests of society. Social consequence of the practical use of the proposed measures will significantly increase the efficiency of public management and eviction is not legal means of control from the sphere of state service, which will help improve the state of legality. These suggestions may be of interest to the legislative authorities of the Russian Federation, bodies and persons engaged in anti-corruption and produce anti-corruption policy of the state.
