Legal regulation of lotteries in Russia in XVIII – the beginning of the XX centuries

In presented article the author analyzes the legislation on lotteries in XVIII – the beginning of XX and comes to a conclusion about its rather inconsistent condition. Discrepancy was that, on the one hand, the state, called for reduction of lotteries, paying «attention to extremely their harmful value in national life from the moral and economic points of view», and, on the other hand, couldn't refuse to itself such easy way of production of money, justifying that the income goes on the charitable purposes.
