Abstract:
Affirming the rights and freedoms of the person the supreme value, the Constitution of the Russian Federation provides a possibility of their restriction for protection of bases of the constitutional system, morality, health, the rights and legitimate interests of other persons, ensuring defense of the country and safety of the state. Introduction of the mode of counter-terrorist operation acts as one of the bases of restriction of constitutional rights and freedoms. In the submitted article basic rights and freedoms which can be limited in the conditions of action of the mode of counter-terrorist operation are analyzed.
