The determinants of extremism delicts in the penal institutions (on the example of the Perm Territory Central Department of the Federal Penal Service of Russia)

The extremism manifestations are one of dangers of normal action of penal institutions today. There are some cases of creating of illegal extremist groups in the penal institutions. The prophylactic action among the extremists convicts faces with significant difficulties. It is necessary to evaluate the condition and to reveal the determinants of extremism manifestations in the penal institutions for the improvement of extremism prevention in this surrounding. Backgrounds of this article are the analysis of extremism conditions in the penal institutions and the revealing of factors of given delicts (on the example of the Perm Territory Central Department of the Federal Penal Service of Russia). Materials and methods. The methodological basis of the research is presented by general scientific (analysis, synthesis, induction, deduction) and private scientific methods (formal law method, the method of interview). Results. In the research the main special determinants of the extremism crimes and other delicts in the penal institutions are revealed. These determinants, first of all, are the intentional action of extremists’ groups for their reproduction in the penal institutions, the psychological features of contingent (low cultural level, the intention to the violence, the opposition to the government power, low level of the cultural integration of the convicts from the foreign countries in the Russian society), and also the disadvantages of operative, regime and upbringing action in the penal institutions. Competing interests. The results of the research can be used as a base for the further researches of the extremism condition and determinants in the penal institutions, and also for the development and improvement of extremism counteraction in the penal system. Authors’ contribution. The proposals of the research can promote the enforcement of attention to the revealed problems, the growth of the effectiveness of extremism counteraction in the penal institutions.
