Abstract:
The methodology of preliminary study traces of paint coating (PС) as a component of a complex technique of preliminary study of various material traces detected at a road accident (RA) scene opens up new approaches to the study of PC traces "in the field". Algorithmic techniques were based on information and cognitive patterns revealed by empirical studies of local samples of vehicles, and the use of new technological tools and technical and forensic methods. Modern information-analytical database of traces was developed to improve efficiency of the process of preliminary studies of PC traces. The methodology of preliminary study of PC at the scene of an accident provides sufficiently important investigative information on the vehicle, fled from the accident scene, namely, to establish: the type of PC (effective, not effective), the original color of PC, coating technology (original or repaired), if the vehicle had scratches touched up, was it repainted; and define the model, brand or group affiliation of the vehicle (for example, to group of vehicles, carried out the repair and paint work in a Chinese garage workshop or in a certified workshop which use such coatings as Cromax, Standox (Brulex) and RockPaint). The introduction of modernized technique of the preliminary study of PC traces and analytical database of tracks on portable electronic storage devices in the activities of forensic and investigative units of internal affairs will allow to investigate and disclose not only traffic offenses, but also other crimes, committed with the use of vehicles, at a new level.
