ACCESSION OF DEPARTMENTAL SECURITY TO THE FSUE «OKHRANA» OF ROSGVARDIYA: STRATEGIES, PLANS, PROSPECTS

The article is devoted to the analysis of problems existing in the sphere of activity of departmental security. The trend is to increase the number of entities that have the right to establish departmental security, the transfer of such rights to non-governmental organizations. It is stated that many provisions of the Law «On departmental security», which previously regulated the activities of exclusively state organizations created by federal executive branch, remain unchanged. The author analyzes the difficulties in determining the competence of bodies of departmental security arising from ambiguous interpretation of legislative norms. The necessity of reforming departmental security and joining it to the FSUE «Okhrana» of Rosgvardiya is substantiated. The author developed proposals for a plan for such accession, outlined the prospects for the merger of departmental security under the FSUE «Okhrana» of Rosgvardiya.
