Abstract:
The development of a risk-oriented model of public administration in Russia is becoming more and more popular, which is expressed in the development of regulatory procedures for public risk management. The most active mechanism of risk management in specific areas of public life is realized in the implementation of control and Supervisory activities of public authorities. The embodiment of the rule of law priority provisions of the programme "Reform of control and Supervisory activity" requires analysis of the existing legal regulation in this sphere. The article is devoted to separate questions of formation of departmental risk management programs in the sphere of ensuring road traffic safety based on applying a risk-based approach under article 8.1 of the Federal law of 26.12.2008 № 294-FZ "On protection of rights of legal entities and individual entrepreneurs when exercising state control (supervision) and municipal control".
