Abstract:
Annotation. The article provides a comprehensive analysis of the activities of Canada's two independent parliamentary institutions, the Information Commissioner and the Privacy Commissioner. The article examines their legal status and key powers that ensure a balance between transparency of state power and protection of the right to privacy. Based on the comparative legal method, an assessment of the current state of control in the information sphere in Russia is given, and systemic problems of the Russian model related to the lack of specialized independent ombudsmen and the dominance of departmental control are identified. In conclusion, the expediency is substantiated and specific proposals are formulated for adapting elements of the Canadian «dualistic model» in Russia.
