Abstract:
The relevance of this topic stems from the fact that this issue has been insufficiently studied at both the national and regional levels. Research into compulsory property insurance requires a comprehensive analysis based on historical, economic, and legal sciences. Despite the abundance of scientific literature on the history of agriculture, certain areas of agricultural policy, such as insurance, also need to be studied with consideration of regional specifics. Therefore, it is important to examine the practice and experience of implementing state property insurance in rural areas of the Urals, the country's largest region. The evolution of legal norms in rural insurance within the specific historical context of the New Economic Policy and the transition to a new quality on the eve of the significant changes of the 1930s should attract the attention of scholars from many social sciences. The purpose of this study is to determine the consequences of property insurance in the Ural village and its impact on the peasantry at a turning point in socialist transformation. The object of study is rural society, and the subject of this research is the legal framework and results of the implementation of compulsory state property insurance in the Urals. A study on the organization of property insurance in the Ural region revealed that compulsory insurance, on the one hand, allowed peasants to partially recoup losses from fires, crop damage, and livestock deaths. However, on the other hand, the state took measures to annually increase insurance premiums to avoid losses, which placed a heavy burden on rural residents. Combined with other measures affecting peasants (agricultural tax, self-assessment, loans, etc.), property insurance allowed for increased agricultural procurement, especially during periods of crisis such as 1927/28. Emergency measures, including repression of defaulters, became an important element of pressure on peasants.
