Abstract:
Вased on the business correspondence between V. A. Glinka, Chief of the Ural Mountains Plants, and F. P. Wrangel, Director of the Department of Marine Timbers, the authors identify contradictions between the mining and naval departments regarding the logging of timber for the needs of the Russian Navy at state-owned plant sites. The controversy arose from comments by Duke Maximilian of Leuchtenberg, who in 1845 inspected the Ural plants. With different goals, these two important government departments engaged in a lengthy debate over improving the organization of selective logging of timber. The mining department was concerned with establishing "proper" forest management at the plant sites, while the naval department was concerned with fulfilling government orders and adhering to the budget. In resisting the Ural mining authorities' proposals to organize less damaging logging and timber removal, as well as to use instrumental methods for preliminary tree examination, the naval department appeared more conservative. However, the mining department, while stubborn and insistent on improvements, was slow to address the observed "irregularities". As a result of the resistance of one department and the sluggishness of the other, even four years later, no agreement was reached between them, and the "irregularities" noted by the Duke have not been resolved.
