Abstract:
Introduction: The article examines the technology of personnel reserve in party structures based on the available historical experience and domestic developments in connection with the relevance of its application to replenish managerial and civil servants in modern Russia. The authors applied the approaches of the modern theory of personnel management to identify the main qualities that make up the managerial potential of a party functionary, to be assessed when determining the appropriate type of reserve. Objective: to reconstruct the technology of the personnel reserve in party structures and identify the main qualities that make up the managerial potential of a party functionary based on historical material and the provisions of the modern theory of personnel management. Results and scientific novelty: The CPSU played a leading role in selecting personnel for party and government positions, and this was implemented through party committees. A party personnel reserve was created to fill vacant positions in the party committees and in the leadership of work collectives, and it served as a substitute for the personnel reserve in government agencies. When forming the personnel reserve, the managerial potential of candidates for the reserve was taken into account, subject to assessment to determine the type of reserve. The key qualities of a party functionary's managerial potential were identified: the political qualities of employees were considered in conjunction with their practical qualities, including professional, organizational, and personal potential. Difficulties arose at all stages of working with reservists: inconsistencies in formal criteria during the formation of reservist lists, a lack of practice-oriented approaches in training and experience sharing, and other issues in working with the reserve. Researchers continue to study the historical experience of working with party personnel reserves, identifying rational aspects as well as miscalculations. This will help to effectively apply the technology of personnel reserves in modern practice, since the complexity of the technology of working with reserves represents it as a personnel meta-technology.
