Abstract:
The article explores the principles, norms and practices forming the basis of the modern Arctic legal regime. The development of polar resources in conditions of institutional regulation weakening and high-latitude tensions due to conflicts in the global arena escalate international competition, and the improvement of legal regime is a condition and a means for maintaining Russia's dominant position as well as guarantee of secure economic activity. The solution of this issue is closely related to the specificity of Arctic space and ways to assert control over it that actualizes the geopolitical methodology. The purpose of this research is to elaborate a geopolitical strategy for the legal protection of Russia's positions in the Arctic. The final strategy includes facilitating the operations of the Commission on the Limits of the Continental Shelf, establishing the collective Arctic Five jurisdiction in marine environment protection in the central part of the Arctic ocean, diplomatically promoting an appropriate expanded interpretation of article 234 of the Convention, changing the principle of establishing baselines to obtain the possibility of recognizing historical title of the waters from their domestic side to strengthen national jurisdiction over the Northern Sea Route.
