Traditionally, law enforcement practice is a criterion of the efficacy of laws. After the reform of the interior Ministry in 2014 was amended in the code of administrative offences, under which the police has no right to make protocols on administrative offences in the sphere of public order and public security, the responsibility for which is established by the regulatory legal act of the subject of the Russian Federation, without relevant agreement between the Ministry of internal Affairs of the Russian Federation and the head of the region. At the conclusion of these agreements, disagreements have arisen due to the presence in the law and practice of legal conflicts: legal and meaningful.
