The reason for writing the research work is the development of innovative development concepts as an object of control by domestic and foreign scientists. The most authoritative authors working on this issue are L. Huang, W. Yang, C. Zou, X. Huang, W. Zhao. The study relates to the field of innovation management, and was carried out with the use of comparative and statistical methods. The results of the study is to validate the findings of the preferred method of R & D for the development of high-tech management of innovative enterprises compared with traditional management tools. Results of the study are applicable to studies of innovation management problems, but require taking into account the specifics of the current methods of innovative development tools. The research results can be applied to high technology companies facing the choice of innovative development management tool. Social impact of research is to promote innovative development program as a strategic tool, leading to an increase in the efficiency of innovation costs in the national economy, which is a source of quality of life in the long term. This work differs from modern research that takes into account the problems of innovative development, as well as the specifics of high-tech enterprises.
