Tasks. The aim of this research pursuance is the study of reasons of negative dynamics of medium business development, identification of existing problems of medium business, their analysis and classification. This approach permits to resolve them methodically. The reason of the article writing was nonsufficient normative regulation of the subject in question in spite of its big contribution into the country economics. Model. The author studied the scientific literature on the problem in question. The comparative analyses of the subjects criteria of medium business in European Union and the Russian Federation were carried out, the existing normative legal acts in view of special regulation of the subjects activities of medium business. Possibility of the later use of the article results. The article results are proposed to use to cancel blanks in Russian legislation and improvement of the normative base. On the grounds of the conclusions made in the article it is possible to develop the norms focused on the change stimulation from small business to medium one. Practical meanings. The article describes the instrument for the blanks cancellation risen because of confusion of small and medium business notions. The author proposes to apply the provisions of the present work for creation of special legislation on medium business activities which could reflect the specific nature of its creation and development as well as could consolidate the special measures for maintenance new medium business. Social consequences. The special legislation foundation on medium business permits to change in a quality manner the economic situation in the Russian Federation as they are the medium business subjects which make an invaluable contribution into gross domestic product. Value. This work is for the professional community which study the medium business problems as well as for students, post-graduate students and teachers of higher educational institutions.
