The study of the genesis of legal regulation of the procurement would not be complete without an analysis of the changes that occurred after the enactment of the contract system. The aim of this study is to trace the further transformation of the contract system, spronozirovat the further development of relations studied. The main research method is the historical method. Also, we used metodot comparative legal analysis. Factual material for this study were: regulations, articles and studies by other authors. The scope of the study were administrative and legal norms and social relations in the area of procurement for state and municipal needs. In the course of research, we came to the conclusion that the systematic development of contractual relations in the Russian Federation. Eliminating bad adapted to Russian conditions of borrowings from foreign legislation to improve the implementation of the legal regulation of goods, works and services for state and municipal needs. However, the difficult economic situation is a result of increased political risk and falling prices for Russia's main export commodities, have set the task of the legislator and the Government to mitigate the rules of the law of the contract system. Starting from 2015 we have also a tendency for the use of the law of the contract system as a tool of sanctions and fight protectionism. However, there remains a need for further development of relations in the field of contract system, in particular there is a high need to improve the transparency of procurement, this legislation is necessary to fix the conduct of all purchases exclusively in electronic form. The results of this study will be of interest to scientific and practical activities in the preparation of theses and articles on the development of the contract system in the procurement of goods, works and services for state and municipal needs
