ANALYSIS OF EMPLOYMENT POLICIES AND VOCATIONAL GUIDANCE FOR YOUNG PEOPLE IN DEVELOPED COUNTRIES REGARDING THE CURRENT STATUS OF THE RUSSIAN LABOR MARKET

Background. In present article the basic approaches to improve the employment policies and vocational guidance for young people in developed countries are considered. The relevance of the problems of youth employment regarding Russia are based on the retrospective analysis of the dynamics of unemployment in Russia in various age groups between 2000 and 2014. It has allowed us to consider and adopt approaches widely used in developed countries to Russian realities. We have analyzed and compared the experience of the state regulation of the European and North American labor markets. Materials and methods. Based on open sources we conducted detailed statistical study of the approaches that have been used in European countries and the United States. Conclusions. General recommendation based on the presented study is to employ in Russia strategies widely used in developed countries, such as forecasting of the labor market and vocational guidance. Development of more goal-directed national employment policy and vocational guidance for children, adolescents and young people would provide a clear understanding of the required range of professions and determine the number of vacancies in the medium and long term. Moreover, it would improve the matching between supply and demand of skills on the labor market. We have analyzed and compared the experience of the state regulation of the European and North American labor markets. Particular attention was paid to German and American approaches. Results. Results of the study are intended for policy-makers, scholars and professionals in the field of labor market regulation and can be used in the development of youth employment policies. Learning international experience and its adaptation to Russian reality would improve both the employment situation and the match between demand and supply of professional skills.
