Abstract:
Consider the essential features of higher education in the Soviet Union and its shortcomings, the stages of development of higher education and legislation in post-Soviet Russia, in accordance with the requirements of the Bologna Process and the development of educational systems in the framework of the international project "Global Education", characteristics and problems of formation of higher education in modern conditions Russia.
