Abstract:
The paper is devoted to the study of the procedure of introduction of a bill in the legislature. The author pays attention to the time of implementation of legislative initiatives and the role of the conclusion of the Government of the Russian Federation. Highlighted properties of bill, such as its belonging to a particular subject, a special mechanism, compliance regulations, etc. It is concluded that the lack of a clear theoretical understanding of the concept of "the bill" deprives the legal regulation of this issue needs legal protection. It is argued that the right of legislative initiative is a continuing relationship
