FEATURES OF CHANGE OF MODEL OF GROWTH ON MESO-LEVEL IN RELATION TO SMALL AND MEDIUM BUSINESS

Article is devoted to the questions of change of model of growth of the Russian economy occurring in the last decades in Russia. Transformational processes are considered in refraction to the subjects of small and medium business functioning in the Southern macroregion. During research specifics of these processes in relation to the researched economic agents are determined: compression of the markets of industrial products, a possibility of the accelerated growth of the new markets, fast change of technologies, a demand of adaptive qualities and innovative, flexible enterprise, growth is risk, decrease in opportunities of broad state support. Relying on the data which are in open access, the author has confirmed the made scientific hypothesis of features of change of model of growth in relation to subjects of small and medium business. Parameters of development of entrepreneurial potential in the state programs addressed to subjects of small and medium business in the Southern macroregion are allocated. The complex of the institutional changes of system nature affecting both regional, and federal levels of management, directed to generation of entrepreneurial capacity of the Southern macroregion is offered. Offers and recommendations for generation of entrepreneurial potential in economic space of the Southern macroregion are submitted on creation of the «points» of regional growth capable to consolidate around itself creative and intellectual resources of regions for the purpose of acceleration of the happening modernization processes and activization of economic growth in Russia.
