INFORMATION AS A FUNDAMENTAL ANALYTICAL UNIT OF EVOLUTIONARY ECONOMICS

The problem - in the article the author shows the need of the reviewing of information as the fundamental unit of analysis of evolutionary economics. Consideration of the submission of information as an economic category devoted to the work of both domestic and foreign scientists. Thus, L. Valras, Dzh. Mill, Adam Smith, David Ricardo, and others recognize the completeness and accuracy of the information as a condition of absolute rationality of choice of economic agents; E. Lindal, A. Marshall, Dzh. Hiks formulated the concept of the information function of prices in a market economy; J. Schumpeter considered the accumulation of information as one of the factors of technological innovation and progressive macroeconomic dynamics. Systems approaches to the study of information reflected in the works of X. Grenevskiy, V.B. Vyatkin, S.A. Dyatlov, V.P.Maryanenko and others. Model - Theoretical and methodological basis of the study are conceptual provisions set forth in the works of Russian and foreign representatives of alternative scientific schools and movements (the philosophy of management, synergy as the theory of self-organization and development of open integrated systems, the theory of institutions and institutional change, cybernetics as the science of management theory information society, the theory of the network economy, etc.). Conclusions - Based on the fact that the information appears as an attributive property of the objects of the material world, information is regarded as an essential feature of the diverse phenomena of reality, the condition of its unity and comparability of components, communication - as a form of existence of an updated information; while economic activity is treated as information activities, since its results are transformed information. We believe that information is attributive property of all factors of production in an economy based on knowledge, which changes their meaning. Accordingly, it changes the essence of capital, labor, land, and entrepreneurial skills in the event of saturation of information, as well as transformed the mechanisms of interaction of market agents - media. Scope of the study / possibility of further use of the results of scientific work consists in solving complex scientific problems, which is of great economic importance and contributes to the development and scientific substantiation of theoretical and methodological foundations of the concept of substantial information Theoretical and practical significance of the work lies in the further development of the general theory of information, taking into account peculiarities of the economy based on knowledge. The presented theoretical positions, methodological approaches and practical proposals aimed at improving the forms and methods of information management, taking into account the features of the economy in the post-industrial stage of its development. Social implications - The proposed development and recommendations of the author may be used in the educational activities of higher education institutions specializing in the field of training and retraining courses in reading «Economic theory», «Economic History and History of Economic Thought», «Construction and operation of an information system». Originality / value - The scientific novelty of the work consists in solving complex scientific problems, which is of great economic importance and contributes to the development of methodical approaches and practical recommendations regarding the content of instruments forming personal and productive needs in information-intensive benefits taking into account features of a modern economy based on knowledge.
