Abstract:
This article highlights author's research of the role of human resource management in modern organization of social service under the Federal Law of December 28, 2013 No. 442 "About bases of social service of citizens of the Russian Federation" coming into effect. On the one hand an important value in this process belongs to the head of the organization, being the offtaker of social policy of the state with the aim to harmonize public relations, to deliver political stability, to achieve civil consent, and on the other - to the staff, its professionalism, intellectual, physical capacities, motivation. The author draws the conclusion that now human resource management in the context of optimization of the organization of social service becomes its strategic activity, and the staff - the strategic factor, human resources defining its future development
