Abstract:
The article from the legal point of view, through the process of money creation. The focus of the work is done on the procedures and actions performed by the territorial division of the Bank of Russia in the implementation of the corresponding function. Bank of Russia, submitted its regional offices, it is the main implementer of the rights of the state in the production and placing on its territory legitimate means of payment, the process, the majority of the stages which are carried out at the local level.
