In the context of reform of the Russian system of governance is becoming increasingly important activities of public bodies to provide a special kind of public service, which some authors called administrative. Scientific interest in this type of services is largely due to their novelty and reflected in the fact that in recent years there have been monographs and scientific articles on the subject. Presented article - one of the few in the legal literature and one of the most interesting studies in which the basic problem areas of the organization and provision of administrative services to the public by the police. The methodological basis of the article amounted to advanced methods of the theory of knowledge. The authors apply the general philosophical methods (dialectics, deduction, system method), traditional legal methods (formal-logical and sociological research methods (statistical, expert evaluation). The article presents the differences between public and private service nature, given the views and opinions of scientists explore this perspective. The authors suggest directions for improving the quality of government processes that need to be developed in the Russian Federation. The submitted article, being highly relevant, making a significant contribution to science, as characterized by significant scientific novelty, highlights a number of new and important practical problems in this connection will be very useful for the employees participating in the activities of public bodies providing administrative services to the public. Guided by the principles by adopting new guidelines proposed by the authors, the provision of administrative services will be able to capitalize on a new level. A number of proposed principles and guidelines can be used in legislative activities, is included in the training of undergraduate, graduate schools and faculties in the specialty government.
