GUIDELINES FOR CREATING BASIC CONDITIONS FOR EXCHANGE-TRADED FUNDS’ ACTIVITY ON RUSSIAN FINANCIAL MARKET

The article is devoted to the possibilities of the global trend’s implementation on Russian financial market that is adaptation and development of ETF (Exchange-traded funds). The research of exchange-traded funds is actual direction for further development of Russian financial market. Observed positive dynamics of the ETF industry abroad gives reasons to consider that Russian investors will show great interest in instruments of these funds because of significant advantages such as commissions, high degree of liquidity and others. Therefore, Russian financial market needs some changes in order to organize domestic ETF market. In particular, the author examines the direction of changes in the field of legal regulation, procedures of the organization funds and schemes of securities trading In addition, some recommendations are proposed to reverse current situation in the economy. The main ones are: introduction of the ETF concept and the classification of exchange-traded funds in the federal laws, determination of the structure and composition of exchange-traded funds’ and actively-managed funds’ portfolios and others. The author formed some proposals of creation favorable tax regime for exchange-traded funds, including tax incentives. The suggestions and recommendations that are concerned ETFs indicates on lots of gaps in the Russian legislation. Their removal will encourage setting up the first Russian ETF and the formation of the domestic ETFs industry.
