Abstract:
Experience the legal and institutional regulation of the Interior Ministry to counter terrorist groups based on the relatively short historical period, in which, nevertheless, was created a legal basis: the first special normative legal act − a federal law on combating terrorism was adopted only 1998 Anti-terrorism legislation, created in the 90s the twentieth century. Partially reforming, lasted until the mid − 2000s, with the most active large-scale counter-terrorism operations by the time ran out. Efforts lawmakers focused on substantive aspect, concentrating around expanding the list of criminal acts of a terrorist nature. However, a disadvantage of the legislative work (and, as a consequence, practical activities) looks inattention to the organizational basis of counter-terrorism on the part of the Interior Ministry in unity with other law enforcement agencies.
