United Collegium − a new level of effective interaction of subjects of the Russian Federation

The article describes how to create new controls and their interaction in the system of the Russian Federation, which became necessary after the collapse of the Soviet Union. Formation of the new Russian state required the creation of new bodies of governance. Education of the Russian Federation and its members, the community and the complexity of their tasks identified the need to establish their interactions. Justifying the importance and timeliness of writing articles submitted, the author notes that the legal regulation of these issues in Russia takes place only in the most general terms, and also notes the insufficient attention paid to problems of interaction researchers executive bodies on the level of the RF subjects. The author's purpose in this article was to analyze the activities of various government agencies and inter-regional cooperation of subjects of the Russian Federation, as well as the possibility of a wider application of excellence of their activities to maximize positive results. To achieve this goal by consistently applied methods systematic structural, historical analysis, legalistic, comparative legal methods. The author refers to the historical period when the leadership of the RF subjects was independently build and implement new forms of interaction, instead of lost during the collapse of the USSR, while considering both negative and successful experience. Are examples of foreign experience of interregional cooperation. A significant part of the analysis conducted by the author, takes the study of interaction experience leadership in Moscow and the Moscow region in the form of the Joint Board of the executive authorities of Moscow and Moscow region as a new type of fundamental interaction of subjects for Russia. Analyzed a number of regulations that accompanied the formation and regulate the activities of the Joint Board, the practical experience of its activities, which was rated as very positive by the author. The author makes a noteworthy conclusion that a well-organized interaction between the two entities neighbors corresponds to the most important principle of federalism − subsidiarity. In addressing issues of collegiality «horizontal» the author sees the only sane way relationship regions adopted worldwide. Among the expected results of the use of the above-mentioned possibility of sharing experience is seen, and therefore more successful solution of the most problematic issues common to most regions of the Russian Federation (environment, transport, illegal migration, security, utilities, etc.). The novelty of the author's research, presented in this article, is seen in the complexity of challenges with little-explored region, the value of the article seen in nomination proposals to extend the experience of cooperation between Moscow and the Moscow region to other regions. Analysis conducted by the author, he received the conclusions and suggested ways to address public- law character, worthy of the attention of leading scholars of Russian federalism, are a major cause for enhancing the scientific debate on the issues marked.
