for the development of existing views the issues of countering terrorist threats, actualized in the practice of constitutional justice re considered in the article. The main goal and tasks of the author are analysis and comprehension of formation of the legal positions of the Russian Federation constitutional court on countering terrorism, the essence of normative and interpretative institutions in this sphere. The interrelation and correlation of constitutional and criminal legal control over terrorist threats are revealed, scientific and theoretical views existing on this problem are analyzed. Principle of objectivity and methods of comparative analysis and formal-logical approach were used as a methodological basis of this work. Theoretical propositions and conclusions formulated in the article about the fundamental developments of the theory of counteraction to terrorist threats by the russian federation constitutional court may be of scientific and practical interest for further scientific research, as well as for law enforcers from the point of view of generalizing the experience of judicial norm control and the development of domestic legislation on countering terrorism.
