The Admission of new subjects to the Russian Federation: the Republic of Crimea and the city of Federal importance of Sevastopol determined the need to resolve the issue of the ways of management of Federal property located in the relevant territories. The most cost-effective way to address this issue is an agreement on the transfer of part of the authority. However despite on the named advantage in the use of this form of legal regulation, in practice, there are difficulties in its application. The current situation is caused by the lack of an effective regulatory framework governing the conclusion, amendment, control and entry into force of agreements on the transfer of part of the powers, as well as the lack of attention of Russian scientists to the legal category «administrative agreement» as a whole. By the way, in the German legal doctrine, the administrative agreement has been used in practice for more than a hundred years, and also received a detailed study by such scientists as O. Mayer and Jellinek. In this article, the author identifies the shortcomings of the practical application of the agreement on the transfer of part of the powers, as well as offers options for improving the regulatory framework in this area.
